Legal Specialties
The UIAB is made up of two levels – a hearing level (the Lower Authority) and an appeal level (the Higher Authority). At the Lower Authority, UI Referees hold hearings and make decisions on Department of Labor determinations regarding a claimant’s eligibility to receive unemployment insurance benefits and on employer liability for unemployment insurance contributions. UI Referees at the Higher Authority review and analyze records and files for cases on appeal, prepare summaries of such cases, and author published appeal decisions for the Board.
New York State Department of Civil Service has recently updated and reopened the Legal Specialties Program which is used to fill a variety of attorney positions at virtually all New York State agencies. They have also suspended all application fees! The program is a three-step process consisting of an application, an online test (referred to as a Training and Experience or T&E exam) and an optional skills inventory. Lists of eligible applicants are created from this examination process and are canvassed to determine interest in interviewing for open positions. Our team of administrative professionals at the UI Appeal Board provide administrative support for Unemployment Insurance (UI) hearings and appeals. Staff play a vital role in ensuring that hearing parties receive the due process and exceptional customer service they deserve.

Internships
The UIAB participates in the New York State Department of Labor’s Frances Perkins Internship Program. Frances Perkins Internship Program seeks to hire qualified student interns who will gain valuable skills in various areas of our Board. Interns have the opportunity for a unique experience learning about our mission and taking on projects of interest in meaningful work that has a significant impact on their fellow New Yorkers. We are seeking interns with an interest in public service for our Summer, Fall, and Spring sessions.

Examinations
